England & Lyle have succeeded with an appeal which has granted planning consent for two dwellings outside the settlement limits of Congleton, Cheshire.
The Inspector agreed with E&L that the Council had not demonstrated a 5 year housing land supply and that the dwellings would not have an adverse impact on the open countryside.
